Additional Materials Required: A paper copy of the CFR Ch. 20, Parts 400-499. This is the book that you will have access to at the exam so it is imperative that you are familiar with using a paper copy! Participants in the past have borrowed it from colleagues, reviewed it at law libraries, or have purchased it from or the US Printing Office.

The program modules will take you through the CFR, identifying important citations for your studies. In addition to the CFR, we will also point out some references from POMS, HALLEX or even some Rulings, all of which can be found online at The online modules will also include links to these references.

Course Outline:

Part 1 includes the three courses listed below:

  • Introduction, by Eva Sirman: This intro presentation discusses NADR's role in securing fee withholding for non-attorney representatives, introduces the module presenters, and covers test taking tips for the exam.
  • Technical Issues, by Philip Litteral: This module covers issues such as SSDI and SSI eligibility, appeal procedures, fee issues, and other benefits.
  • Procedural Issues, by Lorie McQuade: The user will understand the hearing procedures that are important for the exam such as setting the time and place of the hearing, objecting to experts, submitting evidence, and reopening claims to name a few.

Part 2 - Medical Issues, by Lorie McQuade:  Lorie will take the user through the complicated process of evaluating medically determinable impairments in disability claims. Special instruction is given regarding the use of SSA's Listings of Impairments, which make up Step 3 of the Sequential Evaluation Process.

Part 3 - Vocational Issues, by Lorie McQuade: Focusing on Steps 4 and 5 of the Sequential Evaluation Process, this module will go through the important citations regarding vocational evaluation of claims, with special attention paid to understanding of the medical vocational tables or "grids".

Part 4 - Ethical Issues, by Eva Sirman: Eva concludes the course by discussing the affirmative duties and prohibited actions of representatives, as well as other rules of conduct.

Sandy Fambrough will lead several Q&A live conference calls throughout the duration of the course. These live conference calls will also feature guest presenters who we feel are experts in the subject matter. A 50 question sample exam will be distributed in late April.  We will also lead a live review session onsite in Atlanta the evening prior to the exam.  All of this is included in the cost of the course. Participants will also receive a quick study guide full of basic information that should be memorized. We want to do everything we can to not only prepare you for the exam, but to also help you succeed as a representative!
